Windows Hello blocked - Old phone number

Hello, In our computer park, users use Windows Hello to log on to the PC. One user has changed her phone number, so she no longer has access to the old one, which was the MFA method for Windows Hello. As an admin, is there an admin console to manage this information? This is different from the Microsoft account managed via Microsoft Entre Admin Center Microsoft Entra admin center Does she have to call support? If so, at what number? (Call from Romania).
