Windows hello accidentally disabled after using command prompt, can't figure out how to fix it.

A while back, I got really annoyed from being asked to update my pin every 90 days, so I consulted google to solve my issue, and I came across a page (that I can no longer find) that suggested I type something into command prompt to resolve this issue.. While it DID resolve my issue, I no longer sign in using windows hello at all! My laptop now requires that I type in my microsoft password every time, and requires wi-fi access to do so, which isn't ideal. I have tried to enable windows hello from the setting page, but it tells me that "this option is currently unavailable."Trying to resolve th
