Windows files corrupt

I am unable to update my windows. My DISM is unable to resolve the issue. SFC is also unable to resolve the issue. I am unable to reset pc. I haven't yet tried a clean reinstall. I want to first see if I can repair another way. DISM error msg:Error: 0x800f081f The source files could not be found.
