Windows file system error -2147163901: cannot launch certain windows apps like Spotify and NVidia control panel and notepad. repair and reset do not help, and I tried to uninstall notepad and reinstall it, and it just won't. windows pop up says it's a problem on their end. Ran sfc scan now in cmd and says it found corrupt files but could not fix them and to reference the log. this all happened in the middle of having windows update issues due to corrupt RAM, which has now been removed from my PC. windows is now up to date
