Windows Explorer Keeps Freezing

I cannot access any files, as soon as I open explorer it freezes. I have tried the windows update troubleshooter, I have tried SFC Scannow, I have tried the safe boot where you turn off all non widnows services. Nothing fixes it. My issue is that I have files I cannot lose that are not backed up. How do I resolve this without losing data? Windows 11
