Windows does not recognize my hard drive, now it says the USB device malfunctioned. What do I do?

I recently received a hard drive to use on my PC mainly for more gaming storage. After trying to set it up, no indication of the drive being connected showed up. The person I received this decided to test it on his Mac and it showed up perfectly fine. Seeing as it was a Windows issue, I followed the instructions of another somewhat similar problem on here. (Hard Drive Not Showing Up) I disconnected and reconnected the drive and then pulled it up on the disk management to see if it showed up there.
