Windows Disk Managment keeps removing my Volume -- can't clone to new SSD

I have a Samsung 970 EVO 1TB that has my windows + all files. Just but a new 990 pro 2TB and put it in the second m.2 slot. I ran Samsung magician to clone all my files + operating system to the new 990 pro but at 99% there is always an error that says "The Data Migration function has been interrupted for an unknown reason"In Disk Management, the drive is there but it wont save the new volume. Once I create a new volume for the unallocated space, it disappears after a few minutes. Sometimes, it says the Disk is offline due to policy set by an adminstrator. I have ran the san Policy cmd prompt
