Windows Defender SmartScreen keeps coming back.

Hi. I have windows 10 home. I disabled Windows defender and windows defender SmartScreen everywhere. On group policy editor, turned it off in windows security. My problem is with SmartScreen. When i open task manager its there. I kill it then i close task manager and when i open task manager smartscreen is there. What is wrong?
