Windows defender offline scan not completing

[Windows 11]

I recently downloaded pirated file, and it prompted me with a dialog box saying this file may contain a virus. So I ran a windows defender offline scan just to be sure. I ran the scan 3 times but it never completed always stopped at 90% and no report or anything. What should i do? I tried to open safe mode but in there it says your it administrator doesnt allow using windows defender in safe mode.What should I do?
