Windows computer slow on start up

I usually have no issue using my HP with windows, but recently there have been a few instances where I’ve noticed major performance issues and will slow down a lot. On these occasions, the start up and sign in will run super slowly. Once I get into my laptop, apps take forever to load and then crash. I have web root and I usually get an error message stating “windows is trying to download itself” every time this happens.
