windows cant open because i dont have the permissions

everyday i open up gta5 and i get the same error code thats says it cant open the file because i dont have the permissions and i have checked and done everything to fix it and sometimes it works but the very next day its the same thing and it gets even harder to fix and is so annoying i really need a permanent fix.
