Windows Can't Boot Correctly

Hi Everyone,I have a HP Victus Gaming Laptop With Amd Ryzen 7940HS w/ Amd Radeon Graphics with Nvidia RTX 3050 6GB VRAM.... I always hibernate my Laptop but the issue is that most of the time when I start it it gives me a blank screen with no cursor nothing works except the Fn + F4 Shortcut which is for turning on or off rgb keyboard lights... Even I can not open task manager using Ctrl + shift + esc or security options using Ctrl + shift + delete. I will need to turn it off by forcing the shutdown ( Holding the power button for a while ).
