Windows BUG: How to delete empty folders that don't have Thumbs.db in them, but "Thumbs.db is open"

(Win11Pro) [BUG] Dealing with the disaster that is HEIC vs JPG, and now trying to get rid of six months of date-named empty folders.Click on first one. Shift-click on last one to select all.Click Delete."Delete" pop-up window runs to 99% then announces "The file 'Thumbs.db' is a system file. If you remove it, Windows or another program may no longer work correctly.
