windows boot issue

After Windows update the computer will not boot, and can't install a new version of Windows 11 I get an access denied error in the cmd. I notice the C: system users have lost all full permission. More details I am getting a CRITICAL_PROCESS_DIED Errors. The Bootrec /fixmbr run ok but when i run Bootrec /fixboot, I get access denied. More details I am getting a CRITICAL_PROCESS_DIED Errors.
