Windows behaving as if shift is held down.

Windows keeps acting as if shift is held down and not allowing me to type anything.I haven't encountered this issue three times. First 2 time I corrected by cycling sticky keys. I have changed keyboards, tried using only the onscreen keyboard, and the issue keeps coming back. It's not sticky keys, it's not filter keys. What is the issue?
