Windows applications takes forever to open in window 10

Hello,I am unable to open windows applications. The file explorer or the browsers take forever to open. Restarting system doesn't work too. Running the sfc /scannow does nothing. Infact this command doesn't even start the scan, and it's stuck. The DSIM restore health cmd too does nothing. It only displays the version and blinking cursor nothing else. Can you please help me fix this?
