Windows activation key is not there

I bought win 11 home 64bit eng and on back of the packedge its says gently scratch to reveal product key but there is nothing is blank no key nothing. What to do? There is only End Item PN, Carton No and COA Barcodes...I just got scammed or im missing something?

i scratched the windows 11 oem dvd label to reveal the product key and all the letters were removed.
