Windows 8.1 Update Error 0x80070057 After Clean Install

Hello,


I reinstalled Windows 8.1 Pro doing a "custom" clean install. It looks like the only update at the time of the install was the following: Update for Windows 8.1 (KB3020370) (Installation date: ‎10/‎16/‎2019 8:44 PM

Installation status: Succeeded).


I've tried the Windows Update Troubleshooter many times, it finds a problem, indicates the problem is fixed but it the end it isn't.

Here's what I tried next:

Troubleshoot Windows Update Solution 2:

Open the Search Box (Windows Logo Key + S).
Type CMD and press Enter.
Locate and right-click Command Prompt, select Run as *Administrator.
Type below Commands and check if its executed properly:
net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
ren C:\Windows\System32\catroot2 Catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver
Exit, Command Prompt.
Restart your system
Check if your Updates are working fine now.

This didn't help.

Troubleshoot Windows Update Solution 3:

Open the Search Box (Windows Logo Key + S).
Type CMD and press Enter.
Locate and right-click Command Prompt, select Run as *Administrator.
Type in "sfc /scannow". Let it Complete.
Type in "DISM /Online /Cleanup-Image /ScanHealth". Let it Complete.
Type in "DISM /Online /Cleanup-Image /RestoreHealth". Let it Complete, restart


This also did not work.

I uninstalled my 3rd party Anti virus - and turned on windows defender and firewall for the time being to see if that might be interfering. No change yet. Windows defender is still trying to update itself but it also doesn't look like it's progressing. It's been stuck at about 25% for at least an hour.


Does anyone have a suggestion on how to fix Windows update?
