Windows 7 updates keep spinning

Just restored a fresh copy of Windows 7 home premium. I cannot get Windows update to work. Restored copy had sp1 already installed and have already tried deleting software distribution folders installing various downloads manually (971033, 947821, 3020369, 3083710, 3102810, and 3125574). Also tried download may 2016 rollup buts stated does not apply to my system. Also tried reregistering bits service Does anyone have additional advice ?
