Windows 7 stuck on stage 3 of 3 loop and restarts

I had attempted to upgrade from Windows 7 to Windows 10. Unfortunately, it has been stuck on Stage 3 of 3 of the update. It will reach to 35% complete and restart itself an then repeat the process. I tried repeatedly hitting F8 to restart in Safe Mode ad that does not work. I would like to restore to a point prior to the attempt of converting to Windows 10 or at least be able to remove the data from this computer before I would need to erase and start over.
