I have followed the threads of similar reported issues and followed the instructions for several attempts to upgrade from Windows 7 64 Pro to Windows Pro using the media creation tool
shutdown non essential services and programs
disabled windows 7 firewall
stopped and existed anti virus and malware programs
So far after 4 attempts in 4 days, nothing has worked.
my next step is to attempt to do a windows 7 repair install then rerun the media creation tool upgrade again
suggestions? What else can I do or look at
