Windows 7 install damaged, need a Win 7 ISO to repair for a Win 10 upgrade, but have an OEM license

Okay, so I am trying to upgrade my mom's pc from Windows 7 Home Premium 64 to Windows 10. This Windows 7 install seems to be a bit damaged however, as Windows Update is currently hung up on an update that continually fails (Update KB4534310, error code - 80073701) . I've tried the Windows Update troubleshooter with no luck. I've also tried the Windows 10 Upgrade tool four times and it has failed every time (error code 0x8007001F-0x20006).


Based on some answers in other forums here, a trick that has worked for others with similar issues is to repair this Windows 7 install using either a Windows 7 SP1 install disc, or the Windows 7 ISO from the Microsoft website. Welp, this OS is so old, that install disc is long gone and the license is OEM (originally from her old Gateway laptop), so Microsoft won't allow me to download the ISO.


I am REALLY trying to avoid a full reinstall here, for many reasons. I'm wondering how I can get a Windows 7 ISO, with this old OEM license? If I bought a full retail version of Windows 10 Home (which I have to do anyway), would that product key allow me to download the Win 7 ISO?
