Windows 7: How to stop kb3161102 from installing despite having turned off automatic update?

Either one or both of kb3161102 and kb3020370 cause a number of bugs on my system, like causing various programs to behave erratically (e.g. Chrome that cannot open any tabs, even empty ones) after my pc has been on for a while (ranges from 20 minutes to several hours) and frequently cause BSOD after waking from sleep mode.

I had previously uninstalled both forcefully with wusa and confirmed they were gone, I also have turned off automatic updates.


For a while these issues stopped but now the issues are back and I see both updates have been silently installed again even if it should have been impossible since as mentioned automatic updates are turned off and I have not manually installed any updates either.

How can this be? How can I truly prevent these updates from returning and screwing up my system?
