Windows 7: How to Fix the "Server IP Address Could Not Be Found" Google Chrome Error and "This Site Can't Be Reached"

I am about to go crazy with this issue...yes I am still using windows 7...I don't wanna let go (lol)! I cannot find a resolution to the issues of "Server IP Address could not be found" and "This site can't be reached". I get them both and its frustrating as hell because I cannot find a resolution.PLEASE PLEASE someone provide me with a fix (that the lay-person can understand) so I can get to the sites I am clicking on, entering in the address bar, etc.I've tried everything I can figure and googled for info and tried what I could understand there too...but I am not getting a fix.
