Windows 11 - what is going on?

Had to get a new PC today and so now I am on Windows 11 and I am literally beating my head against a wall.First, I folder/file attributes will not change from read only. Every time I change attributes it always reverts back to read only. Under the security tab I have full control checked for everything. So why does it always revert back to read only?Secondly, every attempt to move folders across drives results in a pop up stating "Administrator permission is required to move this folder."
