Windows 11 was unable to start the VMmem process

I turned on the Windows features, Linux subsystem for Windows, virtual machine platform, Windows hypervisor platform, rebooted the computer and updated the wsl kernel to version 2.3.24.0, but Windows 11 was unable to start the VMmem process and I couldn't find the reason
