Windows 11 Virus & Threat protection keeps hiding itself

Windows 11 -> Settings -> Windows Security -> "Virus & Threat protection"keeps hiding itselt. Every time I restart laptop, it is gone. I found out that the problem is in registry:\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender\Policy Manager There is DWORD (32-bit) value "AllowUserUIAccess" which should be 1, but it keeps turning to 0 every time I restart laptop, and so hiding the "Virus & Threat protection".What could be the reason?
