Windows 11, version 24H2 doesn't install. All common solutions tried

I am trying to update my self built pc from w23h2 to W24H2.The update salary's fails and rolls back.I've tried using Windows update and the iso download and running setup. Exe, also used the installation assistant method.Everything fails. Usually with the 0xC1900101 - 0x20017. Failed in SAFE_OS phase with an error during BOOT operation.I've tried all the posted recommended approaches.Run hviscan to detect non compliant drivers. There were some, but these are now removed, and the tool finds no others as problems.I've removed my preferred av product (Norton369) and tried updating.Update troubles
