Windows 11, version 23H2 (repair version) the Downloading has been stuck at 79%

I thought I could reinstall Windows 11 using the new app I see in the setting named, "Windows 11, version 23H2 (repair version)". But after clicking the download button the Downloading has been stuck at 79% for over 3 hours. I also notice that nobody else on YouTube has suggested using Windows 11, version 23H2 (repair version) to reinstall apps and files.I have tried using the Windows 11 iso file to reinstall Windows 11 but last time I tried and gave up on this approach there was no option to keep all my apps.
