I have tried all the usual methods of trying the troubleshoot, clearing the cache and restart windows update, trying to run the windows 11 ISO tool (which I cannot mount and in regedit in the place it is taking me i cant find lowerfilters UpperFilters), running dsim restore health which returns no problem but running sfc /scannow Windows Resource Protection found corrupt files but was unable to fix some of them.
