Windows 11 upgrade threshold not met.

I run a very high spec (for its time) Dell XPS which I want to continue using - i7 7700hq, 32Gb ram, gtx 1050, 1 tb pcie and 4k touch. TPM is there - "TPM is ready for use" and is shown on my machine as NTC manufacturer version 1.3.2.8 specification version 2.0. Microsofts own TPM 2 guidance states "Security processor, select that and verify that your Specification version is 2.0. If it is less than 2.0, your device does not meet the Windows 11 requirements.".So why can't I update??Thanks
