Windows 11 upgrade fails on Dell Latitude 5420

Hello. We have a program that cannot be installed on Windows 11, but it will work on 11 if you install on Windows 10, then upgrade it to 11. As a result, we cannot do a clean install of Windows 11. We have tried to run the upgrade through Windows Update, but the update disappears every time. When we try to do it through USB from either Rufus or Media Creation Tool, it gets to the blue installation screen, but it just goes away with a pop up that states Windows 11 Upgrade has failed.
