Windows 11 Update Stuck At 91% - Is There Anything To Do?

My HP Envy laptop has been stuck updating Windows 11 for several hours now. It restarted 2 1/2 hours ago and I left it alone when it said "Working on updates 7%" and when I came back 45 minutes later it had changed to 91%. Unfortunately it hasn't changed from that in the over 2 hours since then. I believe this is the 24h2 update. Is there anything wrong with the update that I have to fix? I was told elsewhere to reboot. If that's the correct course of action, would that be just holding down the power button?
