Windows 11 Update says I am update but also says I am missing critical security updates

It appears that I need to update to 24H2 since I am on 21H2. I have automatic updates turned on and even when I check for updates it says I am update. In the past, Windows managed that itself, but the only thing I can see online is that I need to reinstall windows 11 including making install media. That seems excessive and more than a little ridiculous. Historically I never had to reinstall Windows for major updates within the same version. Is that really my only option. I've seen other posts that indicate others were given the option to update in windows update but I've never had that option.
