Windows 11 Update error - Install error - 0x800700c1

Hello, I am trying to update to Windows 11, version 24H2, but I am getting an Install error - 0x800700c1 when trying to update. My current Windows 11 version is Version 23H2 (OS Build 22631.3958).I have tried a simple restart, running Windows Update Troubleshooter, and the repair update, but the update still fails. I tried an in-place upgrade, but that also failed. I tried running dism.exe /Online /Cleanup-image /Restorehealth in CMD prompt, but I get "Error: 0x800f081f The source files could not be found.
