Windows 11 update causes bsod, inability to boot past "automatic repair"

The recent windows 11 update prevents boot, "automatic repair" pops up, no path leads to anything but "automatic repair - your pc did not start correctly". "safe mode" options lead to the same result. I can't uninstall the update "because of pending actions". It was cycling back to the bitlocker input screen everytime until I disabled bitlocker. I tried to delete softwaredistribution/download to remove pending update actions but it won't delete it. How can I get it functional enough to get the Known Issue Rollback? Can the rollback be issued by booting from a removable drive?
