Windows 11 update 24H2 stuck, cannot even shut down the Surface Laptop.

I am trying to install Windows 11 update 24H2. I have a Surface Laptop and the update is stuck at 89%. When I press the power button, the screen shuts off and when I press again, the 89% screen reappears. If I press and hold power, it eventually goes off, then comes right back on at 89%. I am currently leaving it unplugged and waiting for it to run out of battery so I can try some troubleshooting steps. Is there no other way to force a shutdown of a Surface Laptop so that I can run some troubleshooting?
