Windows 11: Unable to remove USB hard drive

I have seen similar posts with this same question and I haven't seen any solutions. The only way I can disconnect a USB hard drive safely is buy shutting down my computer and turning the power off (or pulling the plug. I have three corrupted drives for my efforsts so far. This does NOT affect flash/thumb drives. Only USB hard drives. Things I've tried:RebootingEjecting from the task barUpdate USB driversAdministrator command prompt: RunDll32.exe shell32.dll,Control_RunDLL hotplug.dllTried toggling the device removal policyTried removing it from the settings app - remove deviceTried removing it
