Windows 11 thinkpad stuck in update>failure>removing loop

I have a Thinkpad t480 with windows 11 pro. It tries to update, fails for some reason then removes the update. When it reboots, it goes back to update, never booting to actual windows. It is an endless loop I cannot break out of. Cannot get it into safe mode as per instructions. Any ideas will be appreciated
