Windows 11 taskbar

Good Morning, Taskbar issue with Windows 11, I have used Windows for quite a few years. I am a user that prefers the taskbar at the top of the screen, and not at the bottom of the screen. There is no feature to change this position of the taskbar only moving icons center or to the left in the taskbar. What is the reasoning for disabling the movement of the taskbar?
