Windows 11 - Taskbar not loading MS Settings error

I am seeing issues with Windows 11 Taskbar not loading (shows spinning blue circle) and also MS:Settings is saying 'This file does not have a file associated with it for performing this action, Please install an app or if one is already installed create an association in the Default Apps settings page.Things I have tried;1. SFC Scannow (no issues found)2. DISM ( No issues found)3. Ran the following; Get-AppxPackage -AllUsers| Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”} 4.
