Windows 11 Taskbar keeps freezing, follows the user.

I'm trying to help someone whose taskbar keeps freezing. He had an HP Inc Elite Mini 800 G9 with Windows 11. Restarting the computer or restarting Explorer will make it work for a while and then the problem returns.
