Windows 11 sign in options "This option is unavailable"

We have a worker who doesn't want to use facial recognition to sign in any more but when he goes to remove this option it is greyed out. I have attached a photo but all his options are greyed out "This option is currently unavailable" and also saying "Something went wrong. Try again later." I know it says "Some of these settings are managed by your organization." We don't use Intune or Azure so we have a domain or anything like that set up with Microsoft. Looking at our Group policies we have password strength requirements but nothing to deal with Windows Hello sign in features. Not that I ne
