Windows 11 Search doesn't display correctly

As you see I have disabled search indexing in my PC. So I actually don't care about the message "Search indexing is turned off". But can you see it's in the wrong place? It should be on top of the search panel, right? So why is it like this? Is there anyway to bring it ("Search indexing is turned off" message) to the top again? Or is there anyway to remove it without enabling search indexing? An answer to this is highly appreciated.
