Windows 11 Safe Mode cannot start with networking - Network Adapter will not enable

I am using fully up to date Windows 11. In normal operation everything works fine but I have a Broadband performance issue and my provider wants me to collect SpeedTest data in Safe More.However, when I restart using Advanced options and select 5(F5) the machine boots into Safe Mode BUT no Ethernet!Looking in Device manager when in Safe Mode I see an exclamation mark beside the Realtek PCIe GbE Family Controller. If I try to enable it it says "Cannot enable as drivers were not loaded because in Windows Safe Mode"!!!!!How do I break this impass?It seems to imply that Safe Mode cannot load th
