Windows 11 resolution decreases every time I close my PC or restart it, I have to switch hdmi cables everytime to temporarily fix it

When ever I put my PC to sleep mode, shutting it down or restarting it, my main monitor display resolution decreases and I can’t change it back unless I switch the HDMI cables from my other monitor. My monitor’s optimal mode resolution is 1920x1080 but the windows 11 settings locked it to 1024x768.I’ve tried rolling back my graphics driver, updating my windows and the graphics driver but none of the advice online seemed to work.
