Windows 11 requires me to login with my pin when it wakes from sleep but skips sign-in process when I start up the computer from shutdown

I have a dell latitude 7480 laptop and windows requires my pin to login whenever it goes to sleep but it doesn't even show sign-in options when I put it on afresh from a shut down, it just goes straight to the desktop without any login
