Windows 11: Problems with windows Installer, Launchers getting frozen, Rebooting isn´t helping.

Hellow:I´ve Recently acquired a new Latptop alongside a windows 11 operating system and are in the process of transferring my data and re-installing my programs and devices. While I am not certain, I think there is a failure going on with my installer or device. Since it seems a repeated problem when trying to install software, of several sources.The problems appeared when trying to use some software that I used regularly with my old laptop with windows 10, when I first tried to launch a game through steam, it got stuck in "installing VC++ Redistributable for over 45 minutes without launching
