Windows 11 Pro version 24H2 - Issues with running PHP app

Good Evening, We have tried everything that is recommended other than downgrade the pc to a different version. Every time I run my app I get this error:C:\Program Files (x86)\PayAmerica>echo off A subdirectory or file Data already exists.
