Windows 11 Pro - icons, windows and taskbar unresponsive

I'm having issues with Windows 11 pro version 23H2, randomly, every minute or so, I can't close or minimise windows, select icons on the task bar or select items on menu lists even though they highlight when I hover over them. Pressing Ctrl, Alt, Del and then Esc temporarily fixed the issue but only for a minute or so. I've done a full re-install but still have the same issue - any help much appreciated.
